No... they can report you, but the shop has absolutely no authority to seize your vehicle, unless it falls into a mechanic's lien.... if they have scruples about it, they'll typically just refuse to work on it.

I've been researching this as well, and have found others saying that some of these trucks aren't equiped with an EGR system. A truck without the egr will have a capped off spot right next to the Idle Air Control valve on the top-drivers side of the intake manifold. The EGR valve goes in this capped hole. My truck has the capped hole and no EGR.
have the alternator tested or replaced

I have the same problem with my truck, It notorious... You have a stuck EGR valve.. Replace the EGR valve and it should work fine.
