If you mean that they are holding the vehicle because you have not paid them for services rendered yes they can. Repair shops can also do likewise. I had one guy as an executor of an estate come to pickup a repaired vehicle but refused to pay storage charges. I sold it and did quite well. He was foolish not to pay.
