If you're talking electrically yes. Just look for a clip with 2 wires on the condenser frame and disconnect that. That will keep the condenser motor from trying to run. Just make sure you turn off your ac when you stop. It will build up too much pressure and blow your ac. When you're driving it works just fine though. I drive a 97 civic dx though. It worked on that gen.

The 1994 Honda Civic air conditioning low pressure port is located on top of the air conditioner compressor. The low pressure port will have a blue top.
Im not exactly sure, I know it helps makes the air cold coming from your car air conditioner.

It could be a worn out belt, a bad pulley or even a bad compressor and or compressor clutch.................

The 2004 Civic low pressure air conditioning service port can be found on top of the air conditioner compressor. The low pressure port should be labeled as such.
The ac compressor's clutch may be blown. If so the compressor will not spin and provide air. The fan could also have a bad motor which will stop the fans from working.
The 1996 Honda Civic does not have a cabin filter.
