I am facing the same problem and it has to do with drive cycle that no one knows. The computer must calibrate the sensors for a certain period of time during driving. Saturn will do it for around 90 but will not tell how.
It may do that but it will surely fail all emission standards. If you fail that then you can't drive it anyway.
