Probably not at this time. Citizenship is a Federal issue and civil unions are by the states. For it to be legal, the Federal Government would have to recognize it and they are not willing to do that yet. I don't think it would work to keep someone in the country even if you stayed in the state where it was performed.
THe question isn't about citizenship. Yes, two nationalities can have a civil union. Civil Union has no bearing on citizenship. That would be some serious discrimmination otherwise, similar in taste to outlawing bi-racial marriages.
