No member of Congress (or virtually any federal government official for that matter) may be appointed by a state as a member of the Electoral College. Article II, Section 1, Clause 2 states in part:
". . . but no Senator or Representative , or person holding an Office of Trust or Profit under the United States, shall be appointed an Elector."
This was done to prevent electors from voting for some other candidate than he or she was chosen for either for personal reasons or from pressure from other persons including the candidates themselves.
