I do not think that anybody can beat Halo 3 on legendary difficulty for the same reason i think people cant just pick up a gutair on gutiair Hero and play on expert it takes years of practice to reach the rank of legendary i Nick Thivener have beaten it on legendary

If you run/get beaten by/beat any legendary in SoulSilver/HeartGold, to find it again beat the Elite Four and then go back to the place where you found the legendary. This works for Ho-oh, then.
