Since cats (and dogs) metabolize drugs differently than humans this is not a great idea, if you are not a professional in animal care.
You must take it to the vet as soon as possible to find what is causing the issue, if you certain that this is not an option i.e dying feral cat/cannot get to a vet in time to save the animal, then and only then will you take matters into your own hands.
Again I do stress, DO NOT attempt anything unless there is no other option, and only if the animal is grievously suffering, I guarantee it will not be pleasant for you but follow this link if you must euthanize your cat,
I have a 15 year old cat with a rounded heart and fluid filling his lungs. He's lost 3 pounds in the last 6 months, his listless and not eating, only drinking very little water in the last 2days. He has tried relieving himself but nothing, no liquid or solid waste. Breathing is some what labored, and some wheasing in chest.
I do not want to stress him any further by taking him to the vet again, can my vet prescribe something like Demerol liquid to ease his discomfort as he heart and lungs give out?

Yes, but only those prescribed by a veterinarian. Cats cannot have human pain relievers - they are very sensitive to the side effects and even a single pill is more than enough to kill a cat.
If its RX'd to them for pain by a competent vet, in a safe dosage sure...otherwise, you risk ODing the cat
