That depends on what they are expecting of you. If your work is sub-par, then yes they can fail you for that. Professors typically set their own standards on what they expect a paper, project, etc., etc. to include. Sometimes, your job as a student is not only to write a good paper, it is also to figure out what the professor is looking for in order to give you a good grade. Not all professors are nice enough to show their current students papers from previous semesters or quarters to give the students an idea of how they should write. Most of the time, if you stick what the prompt given to you asks for and you listen to what the professor says regarding the paper in class, you should be fine. Oh and unless you are told not to, cite your sources. Not citing sources will get you into big trouble.
The above applies to writing papers. If you are in a math or science class and your professor does not like your work, it may be that you are not doing the problems using the exact formula or method you were shown in class. Some professors do not mind it if their students use different methods of getting answers as long as the answers are correct and in many cases, as long as you show how you got there. There are some professors though, who will mark points off of an answer or mark it wrong completely if the student did not find the answer using the method(s) shown in class. Again, the professors more or less set their own rules on how they grade.

I have taught adjunct college classes and not only did I NOT receive help from the government, but I had to work myself through college to get the education to teach.
