Depending on state laws they can but is not recommended. In Michigan, there are no laws stating you have to have a home inspection but when the buyer who is also a contractor does their own home inspection they typically loose the right to negotiate with the seller. If you know you can do the work and you are not looking to negotiate with the seller for repairs or lowering the price and no laws against it - sure.
