Not necessarily the food, but to the ingredients. Many Vets seem to want to blame the protein source in the food, but this is highly unlikely as dog need meat protein.
It is much more likely that dogs become allergic to the corn, wheat, soy, gluten, beet pulp meat byproducts, by-product meal and other fillers in the food. The could also be allergic to the berries, fruits and vegetables added to the processed commercial kibble.
Be sure to read the label for the ingredients listed. Always avoid foods with corn, wheat, soy, gluten, beet pulp & meat by-products. Buy food that list the whole meat first. Meat meals are fine, but should not be the first ingredient.

It depends on the symptoms which you did not mention. i think that a dog can be allergic to things in food but not usually every thing in it. a dog might throw up if you switch it's food to fast. i suggest mixing the food for a while adding less and less of his old food until it is only the new food.

Make sure it is only the eyes that are swollen. Make sure he does not have trouble breathing and if so, take him to a vet clinic immediately.
