Haylage tends to be used more as food for the horse, but there is no reason why you cannot use it. Ideally, straw, wood shavings, paper shreddings or rubber matting is better for a stable, but it is not like it cannot be used. It would cost you more though, as hay tends to be more expensive, but if you want to do it and are willing to spend the extra money then, by all means do it. If your horse has an allergy and your hay normally needs to be soaked in hay, then you cannot do it, otherwise it would set off an allergy and it could not be soaked, as it would be wet.
