Check the fuel pump relay.
On a 1998 Mercury Tracer : The power steering fluid reservoir is at the front of the engine compartment towards the passenger side < of the vehicle ( when looking from the FRONT of the vehicle , the power steering fluid reservoir is the reservoir on the RIGHT )
On a 1997 Mercury Tracer : The power steering fluid reservoir is at the front of the engine compartment , near the passenger side of the engine compartment * looking from the FRONT of the vehicle , it is the reservoir on the RIGHT

It should be marked in yellow "power steering" on a round black cap.

I'm pretty sure the 1.9L has 88 horsepower. Yes, you heard me right. :) Fairly reliable engine if it's been taken care of.
Tracer has fuel cut off relay and a sensor which triggers it if the vehicle is in a crash. However these sensors can be triggered by just a hard bump in a parking lot or even lowering fast from a lift. Reset button is in trunk on right wheel well cover. Just press and you're good to go!

sounds like a power surge, yank cars noted for this occurrence check fuses but don't put alarger one than that specified, also check for clean earth connections good luck...
It prevents the power window switches other than the driver's from operating.
