When the fuel door is jammed on a 1999 VW Jetta the latch need to be reached from inside the trunk compartment. Removing the panel inside the trunk and reaching the latch from behind will open the fuel door.
The fuse diagram is either in the owner's manual or on the fuse box cover located on the side of the dash when you open the driver door.
It's on the left hand side of the dashboard. When you open the driver's side door, look along the side of the dash and you will see a little compartment.
Lights flash? Sounds like a possible problem with your Jetta's security system. Starting fluid ain't a good answer. Try to find someone who can disable your car's security system. See if that makes a difference. If not, it's possible that your car is suffering from fuel starvation. Check fuel filters (might be 2 of them) and fuel pump. I'm guessing that your Jetta is fuel injected, and your injectors might be clogged as well. Best advise I can give you is to do a google search for " Jetta Forum". I just looked. It exists, and there ought to be some people there who can help you.

YES DEPENDING ON WHAT MODEL THE 99 JETTA IS. THE LUG PATTERN IS THE SAME BUT THE OFFSET MIGHT BE DIFFERENT. A VW DEALERSHIP SHOULD BE ABLE TO TELL YOU WHAT THE OFFSET OF YOUR 99 AND YOUR 05.
The plastic inside door handle is probably broken.

The radio amp on a 99 VW Jetta is located under the driver side dash. It is in the fuse number 42 slot.

If the door is open. or any door is open. All doors will lock but the drivers door. I guess so you don't leave keys in. That's how it works on my 99.
One of the door ajar switches is showing an open door. The switches are part of the latches inside the door.
