Yes. But they do need special attn. Depending on your bullies breathing abilities. My male stays indoors but snorts alot and has short snout. My female is outdoors and has longer snout. I just make sure she has plenty water and shading for hot weather.
Any dog "can" live outside but I wouldn't suggest it. Dogs are pets, not things you let die of heat stroke in the summer and freeze to death or dehydrate (water freezes) in the winter.
