Yes, it's possible to do this in a couple of ways. First, you can get a toll-free number and have the provider direct it to the (local) number of the fax machine. It's possible to have more than one toll-free number directed to the same local number, so theoretically you can have as many numbers for that fax machine as you want (and are willing to pay for). The fax machine will continue to be accessible through the local number as well.
Secondly, if you're behind a PBX, some of them allow you to redirect incoming calls on a particular local number to whatever extension you want. You can set up several dedicated lines which all route to the same fax machine... though it's hard seeing what benefit this would have normally (if you had separate departments which each had their fax machine and one of the machines broke down, you might temporarily do this to avoid losing faxes, or even make it permanent if not enough incoming faxes were received to justify replacing the broken one).
