No. Only US states and the District of Colombia can vote in US elections. Puerto Rico does, however, vote in the Democratic and Republican party primaries.

There are no nationwide elections in which the general public votes. Selection of U. S. Senators, U. S. Representatives and the electors of the U. S. President and Vice President are done at the state level.

Unincorporated U. S. territories, such as Puerto Rico, do not have a vote in the U. S. Congress and may not appoint presidential/ vice-presidential electors. They do, however, elect one non-voting member of the U. S. House of Representatives.

Only if they live in the mainland, they can't vote in U. S. elections if they live in Puerto Rico.
