Yes, shaman priests can cast spells. But some would argue a good deal of the effectiveness depends on whether or not the receiver believes in the spell. Me? A spell can work even when the person doesnt know about it.
Shaman are not priests. Priests heal with holy spells while shaman heal with nature spells. Priests also deal damage with shadow spells while shaman deal damage with nature and elemental spells. They are two totally different classes.
I would prefer evolved shaman it is way better then paladin by overall spells.

Shaman gain access to their totem spells at level 4 with Stoneskin Totem.
