In Canada they are supposed to close the gate. I have dogs and called to complain that the mail man was opening the gate to enter then jumping over my short fence and then delivering the neighbours mail. The people at customer service were not happy that the letter carrier was jumping the fence and said he should also be always closing the gate.

In the US, when the flag is up it means there is outgoing mail in the mailbox to be picked up by the letter carrier.
