To answer you question, no. The president appoints Judicial Court member and then the Judicial Court members in return decide whether or not bills sent by congress are Constatutional or Unconstitutional and to that Congress can Impeach a president there by keeping balance between the 3 branches. Without that one branch could overpower another and i would just be catastophic, even though i think that Congress has too much power. But they wont use it. It is basically a huge system of checks and balances. It has been what has kept this country afloat for so many years. even though this country is slowly falling apart because of the people in office. No, for two reasons. The first is that the Senate does not impeach presidents. That power is reserved to the House of Representatives. Once the House impeaches a president, he may be acquitted or convicted by the Senate sitting as the jury.

The other reason is that as far as Congress goes, there is no right to vote to force Congress to consider any action (referred to as "initiative) much less do it. Nor can it be done by "referendum" or "recall."
