According to the TSM for the Lacrosse there is a sensor that will increase the Power Steering at low speeds to have greater steering capability. When it increases in speed the power steering lets off to make the wheel "tighter" feeling.
If you are looking to get it "reduced" there is probably an issue with the sensor or the power steering system. cheapcurrent.com
