Yes. If the valves (rocker arms/push rods) are adjusted too tight, the valves will hang open instead of closing. This will result in a loss of compression at the very least. It can also prevent the engine from pulling in air/fuel as well.

its about as bad as pulling the motor undo the mounts hoses wiring anything that will get to tight and raise motor up enough to remove the pan to replace gasket
Check your battery to see if it is fully charged and your wires are clean and tight. If so, you probably need a solonoid.
just a tip my 1988 Chevy g20 van i thought the blower was out but the ground wire on the motor is riveted to the housing and worked lose it would work sometimes but i took out the rivet and put a screw in real tight and it fixed it permanent

Are the battery leads making a tight contact? - checkIs the starter motor stuck? - give it a gentle tap with a hammer.
On the passenger side just behind the motor mount. A 10mm bolt secures it into the block. The motor mount bolt is in the way though so you will have fun replacing it. It can be done but its tight.
