Can you paint enamel over lacquer on a car?
Yes. But you can't do the reverse. So if your primer is lacquer-based you can spray an over-coat of enamel on the top.
Can you put lacquer over water-based paint?
Be careful applying lacquer as a top coat over latex or water based paint. The paint will often "craze" (bubble or sag) when lacquer is applied to it.
What would happen if you dont use the base coat or top coat in correct order?
Ïf you don't use base coat the top might either not stick properly, or it might not cover properly. If you put the base coat on the top coat you won't get the gloss and maybe not even the color that you intended.

umm well yes it is only if you put a different brand base and top coat DONT MAKE THE BASE COAT AND TOP COAT ULTA 3 or it will peel very fast but other than that they have pretty colors
