Yes, many countries have treaties that allow for the application of an outstanding warrant to be applied in Another Country. THere is a process involved in this where the original country, Canada, would be required to patition the US to have the person transferred back to the original country.

Not necessarily, but because of the huge common border they share, the two nations DO cooperate in locating and/or apprehending fugitives and share their criminal databases.

It can depend upon the seriousness of the offense for which he is wanted, and whether the Canadian authorities have entered his name in the computer system as a fugitive.
