You can't actually get stopped for having a cracked windshield, but if you do get pulled over for some other moving violation and they see (they ARE a paid, trained witness) the cracked windshield, they will cite you with an additional equipment safety violation.
To answer your question, technically it's NOT OK to drive with a cracked windshield. It could obstruct your view, depending on how bad your windshield is cracked. It's it a few rock chips, then you should be fine until either: 1. The rock chip expands and starts a long crack in your windshield or 2. You get pulled over and the officer explains to you about your crack windshield. Usually he'll let you go with a warning. I've been pulled over 3 times once, while I had a crack in my windshield that was about 1 foot or 1 1/2 feet. I was in the top middle, and wasn't really obstructing my view, but still the cop saw it and pulled me over to talked to me. I just told it I was in the process of repairing it (actually did 3 days after that).

I'm uncertain of the legality of this, but it's probably illegal as it is a safety issue and qualifies as an "unsafe vehicle". Basically, a rental company shouldn't rent you a car with a cracked windshield, and you have every right to request a replacement. It is common, however, for rental cars to have minor chips and "starburst" cracks in the windshield glass. These are repaired with a resin injection to prevent the chip from getting bigger, but should not be any bigger than a pencil eraser. If you run your fingertips over it and it feels mostly smooth, it's probably been repaired. If you can feel the divot, it needs to be fixed.
