Yes you can. You need to build the oscilloscope circuits and interface them with your PC via parallel/serial/USB Port. Plus Build a program to get the data coming from the port and display it on the monitor.

WARNING - You can severely damage your soundcard if you exceed the input voltage range! Be sure to use a circuit to limit the input voltage to 1-volt and proceed with caution!
