You can carry knives of any length in Maryland, even if more than three inches. The three inch limit is a myth. In Mackall v State of Maryland in 1978, the highest court in Maryland ruled that "penknives" (which are exempt from weapon laws in the state) include any knife that folds into the handle, no matter how large they are. While some police officers mistakenly believe in the three inch rule, they risk federal prosecution for false arrest should they try to arrest anyone because their pocket knife is "too big." A Clark County officer lost his badge due to this in 2002.

Handguns cannot be carried, open or concealed, without a permit issued by the Maryland State Police. Permits are issued for security guards, cash handlers, private detectives, retired police officers, and pharmacists or doctors (who handle narcotics). There is a provision where a permit may be issued to a private citizen for personal protection if that person can show 3 police- or court-documented threats on their life, but this is never granted due to the capricious and secretive manner in which the permit applications are reviewed.Non-firearm weapons are governed by a single statute: Title 4-101 of the Criminal Code. Yes, you can carry a pocket knife onto a military base. I believe the current restrictions are that the blade has to be 3" or less, but I'm not positive. However, the security forces have the right to confiscate it if necessary, which they might do if the threat level is elevated or if a VIP, such as the President, is visiting. If that happens, you would have to go to the base security office to get it back upon leaving.
