On older cars with turn dial odometers, yes you can. On newer cars with electronic odometers, no you cannot. It is considered illegal in some states to do this, and bad practice by all.

How do you read odormeter?

First of all It's spelled "ODOMETER" and it tells you the overall miles your car has and also has a second reading that tells you how many miles you've driven since you last reset you "trip." It won't reset the overall miles of your car but it will reset the recent miles you've driven. I always reset my trip meter every time I fill up on gas so I can see how many miles I got out of my full tank.

What does it mean if a wrench with miles comes on a volkswagen jetta?

A wrench that flashes when you turn the car on indicates that the car has reached it's service interval. Generally a dealership will reset the "wrench" to come on every 5000 miles, although many models which require an oil change less frequently, are set to come on every 10,000 miles. Reading the owner's manual will answer this, and many other questions you might have

How would you determine the mpg for a car?

Miles divided by gallons of gas put in your car. I reset my odometer every time I fill up my car. That way, next time you would fill up your car, you take the miles that are on it and divide it by how many gallons of gas it takes to fill your car up.

Do you need to change your car oil every 3000 miles?

No, you sure do not. That was true decades ago but today is a waste of money and oil. Change your oil/filter every 5,000 miles if you use conventional oil and every 8,000 miles if you use synthetic and you drive under normal conditions. If your vehicle is equipped with an oil life monitor system then change it when the system tells you too and reset the oil life monitor. If it does not come on for one year change the oil anyway and reset the system even though the light is not on.
