High winds, pilot generator. Is the heater located next to a wall? Is the heater door closed? Does the heater have a draft hood or what they call a stackless heater? Ken
Check that you are getting voltage from the thermocouple. You should see about 600 millivolts.
You shouldn't need to clean the pilot. If it frequently goes out you need anew thermocouple.
The way I understand it ... no. The pilot generator is a thermally sensitive on/off switch. It simply tells the valve to open or close. If the unit turns on and fires it would seem the pilot generator has worked correctly. Since the amount of gas flow is the issue, it would seem the gas valve is the culprit and is not opening all the way. Of course, to be certain have a pro check it. If you must, a pilot generator is cheap and easy to replace without a professional, and replacement would quickly determine if the pilot generator was at fault.
A number of problems can cause a swimming pool heater not to work. The most common I have found is lack of water flow. A heater needs a certain amount of water flowing through it to work correctly. The next most common problem is due to the pilot not lighting or remaining lit. This is usually due to the pilot generator not working. When you light a pilot light and have to hold it for a length of time before releasing the button you are allowing the pilot generator to heat up and then stay open to keep the pilot lit. Usually you need a licensed person to do work with changing items on a gas unit. The thermostat can be a problem for any water heater. Most of the heaters I have worked on were gas. If you have an electric heater waterflow still needs to be checked and the electrical connections can become corroded in the presence of chemically treated pool water.
its in the pilot lamp.. you need to slide the orifice out of there to clean or replace every so often

Assuming you are getting that measurement at the valve would indicate a strong pilot generator and if the valve still will not open then I would pronounce the gas valve DOA. To replace the valve cost can vary from $350 to $650 depending on the Contractor due keep in mind that you've replaced the Pilot Generator and now a valve to finsh the job right install a new Pilot Body with the correct orifice and that will round out a reliable system. Have you turned the control from Pilot to On? Have you increased the temperature setting?
Turn knob to PILOT, press button down and light the pilot; hold button down for 60 seconds and release - pilot should remain lit; turn knob to ON. If pilot does not remain lit, turn knob to OFF, wait 5 minutes and try again, If pilot still will not remain lit, replace the thermocoupler.
Thermocouple. Keep pilot knob depressed for 30 seconds after lighting pilot.
If the pilot light is on, the heater should come on by itself. If the pilot light is off then it has to be lit. If it will not stay on, the thermocouple is bad.
