You can turn to the court for that, only they can do this. If he has not paid child support in 3 years you should have turned to the court 3 years ago. Paying child support is not a choice and they can take it straight out of his wagers.
If an order for support was entered when the child was a minor, he is responsible for any support ordered and not paid. Lacking such order, he could be responsible for current support only if the child is severely handicapped.

Too much time has passed. The child has been an adult for many years now and do not need the money. Unless you have a court order for child support and he owes arrears there is nothing you can do.

He has to prove paternity in court to get his parental rights. He can then petition for custody, visitation and pay child support and also petition to sign the birth certificate. He could have done this 6 years ago when the child was born. The mother cannot deny him his parental rights. Now he will have to pay child support and he can even owe for 6 years back.
