Only if you're going to be operating a vehicle with a Gross Vehicle Weight Rating of more than 26,000 lbs. GVWR as part of your job function. Lots of refuse companies operate single axle compactors and roll-offs which are registered at 26,000 lbs. GVWR, and thus, do not require a CDL.

That's a bit of a grey area. The FMCSR expressly states that you cannot legally be in actual physical control of a Commercial Motor Vehicle if you do not possess at least the appropriate class of learner's permit. However, many states have it written in their own laws that a CMV may be operated on the private property of the owner or company without requiring the operator to have a CDL.
