yes
absolutely. i work at a BMW dealership and all of our new cars only have registration stickers on them. all of our loaner vehicles are the same way. most of the time, we give them the inspection as a courtesy when they purchase the vehicle, but we have the right to say "its the customer's responsibility"
Can u get a title loan without a vehicle inspection
In a state which requires an inspection sticker, it cannot go without one, whatsoever.
In over 40 years, I have never been asked for my vehicle registration when having my auto inspected in Virginia.
NO
no it cant

No. Every vehicle has to have a title , I believe after 1972. The vehicle cannot be transferred unless there is a clean title to it.
The only way to get out of an emissions test is if you register your vehicle with an address outside of a zipcode that has mandatory testing.
I recently bought a vehicle about 6 months ago and the dealership didn't have the title! So I'm just wondering if I could register and tag it without a title!
YES
Yes. A car can be sold in PA (either by an individual or a dealer) without current inspection stickers. It is the buyer's responsibility to have the car inspected within 10 days of purchase. (Taken from PennDOT website)
