In over 40 years, I have never been asked for my vehicle registration when having my auto inspected in Virginia.
In a state which requires an inspection sticker, it cannot go without one, whatsoever.

absolutely. i work at a BMW dealership and all of our new cars only have registration stickers on them. all of our loaner vehicles are the same way. most of the time, we give them the inspection as a courtesy when they purchase the vehicle, but we have the right to say "its the customer's responsibility"
In general, The ticket you just received covers you for that driving session, some might say for that day. If you drive the car again on another day, you could be cited again for driving without the proper inspection. Also, in some states you won't be able to renew your registration until outstanding tickets are paid in full.
