I don't know any states that don't punish driving while suspended. When your license is suspended, that means your driving privileges have been taken away either temporarily or permanently due to something you did in the past (DUI would be a good example of this). I'd be surprised if there was a state that didn't punish driving while suspended.
Whether it's a drivers license or a professional license, the license is revoked or suspended until the past due amount including interest is paid, or the obligor and the State agree to a payment plan.
You're basically asking if a vehicle that isn't being used needs tags. It depends upon the locality to be honest .. there is no universally appicable answer.
If you knowingly let someone with no license drive your car, not only are you liable if he has a wreck. You could loose your license if he just gets pulled over for a bad tail light!
If you are paying your child support, then they don't have the right to do anything to you. If you are NOT paying then the state, not dmv, can have not only your drivers license suspended, but any type of license you have including your business license.

Yes, if your son doesn't have a license, he has no business driving. Take off the insurance unless someone else drives it. If your son was the only one driving it, it would make no sense to insure a car just in the dirveway.

It is a violation of all state's laws to have: two (2) driver's licenses of different states, a driver's license in one state while privileges (driving IS a PRIVILEGE, NOT a RIGHT!) are suspended in any other state. The new state will receive the records of the last state and SUSPEND your current license even if you are able to get one due to computer delay. So, any way you do it, it is illegal! You have to clear your original state's record of suspension before the new state will issue you a current license. Possession of a suspended license is also a criminal offense, so do NOT try to keep it and use it for ID! They can put you in JAIL for just having it! Get an ID CARD for your current state, then once moved, get an ID CARD for the new state until you correct the suspension problem. Yes, your problems will follow you any where.
