There are a lot of chemicals involved when you get a perm, but none of them is actually really harmful to human beings. The worst they do is cause Allergies. They haven't been found to cause cancer or neurological problems.
Also, keep in mind these chemicals first have to be absorbed through the skin, second they get diluted in the mother's blood stream and third they have to be orally bioavailable to actually enter the baby's blood stream. Anything that's not orally bioavailable gets excreted.

Don't know what you mean by a relaxer, but traces of whatever the mother gets into her will make it into the breast milk and the baby.
If it's a recreational drug, just stay away for the time you're breast feeding. It's really not fair to put the baby at risk solely for your own comfort.
If it's a proper medicine, prescribed by a doctor, then check with the doc or the pharmacy about the guidelines for breast feeding related to that drug.
