In the USA, you can get a license to buy vehicles with discounts. You have no obligation to sell a vehicle, ever.
The problem arises when you are done with the vehicle. If you are a wholesale dealer, you cannot sell to the public.
You must have a retail dealer's license which usually requires a car lot, posting of a bond, education, testing etc.
In short, it's not worth it just to buy one or two cars.
