You will have to reactivate and update the information on your CA license but at the same time you will have to surrender your WA license. Your are legally in violation to pssess more than one dirvers license. You may only possess a license issued by the the state you reside in.

Call the department in West Virginia that handles the contractors ceritifcation. Ask them what their criteria is to obtain a license there and explain you live in New Hampshire. Make sure you do not do anything deceitful as it will come back to haunt you.
