If it's the same size engine, 3.0 or 3.8, then it is likely to be the same. An auto parts store would be able to easily look up the parts for the 2 years and tell you definitively if they're interchangeable.

The Ford Taurus SHO (letters pronounced separately), which is a pumped up version of the Ford Taurus, was originally produced from 1989 to 1999. In 2009, for release in the model year 2010, a remake was produced under the moniker Ford Taurus SHO (pronounced 'show'). SHO stands for "Super High Output". The gen2 (`89-`95) had a 3.4L Yamaha DOHC engine. the gen3 (`96-`98) had a 32 valve V8.

There is very little chance this will work.I believe the Tempo is much closer in design to the Escort series than the larger Taurus/Sable.Personally, I wouldn't pursue this particular effort. Find one from a Tempo/Topaz.
Your 89 SHO has the same cable operated clutch as my 90 SHO. With a cable, there is no fluid and no master/slave cylinders for the clutch.
