No way. Pacus come from the Amazon and their required water parameters (soft and acid) are as different from those required by African Cichlids (hard and alkaline) as could possibly be imagined. Pacus are not really suited to aquarium life anyway because they grow to well over 60 lbs in weight and are much too large for a tiny 20 gallon tank.

Because of the extreme water conditions required for keeping African Cichlids successfully, the best I can suggest is to use maybe 2 species of African Cichlid. (The tank is too small to house more than 4 of the smaller African cichlids). Please bear in mind that the basic rules of fishkeeping must always be kept.
The rules are :- 1 inch of fish needs at least 1 gallon of water. (Cichlids need 3 times this) :- Every tank needs a fully cycled filter running permanently. :- Every tank needs at least 50% of its water replaced every week. African cichlids should be fed as much dried food as they will eat in 15 minutes each morning and evening. If you follow the above basics your fish will live a reasonably happy life. If you miss out on any of the above I can guarantee that the fish will be constantly getting sick and will live shortened life spans.

Actually the Oscar won't fight. I had a red-belled pacu in a tank with an Oscar and I came home one day and the pacu had eaten the Oscar and a kissing fish and a parrot fish. They aren't suppose to eat fish their size but I think mine taps more into the nature of his piranha cousins than most. If you get both just be careful and make sure the Oscar is bigger and dominant. On the contrary every Oscar and every pacu has different personalities. Some will fight some will not. I have an Oscar in a 1500 gallon tank that hates pacu. And I've got a pacu that hates Oscars... So you never know...
