No, a sixteen years old cannot arbitrarily move from the family home unless there are extentuating circumstances, such as abuse or neglect. If this is the case the minor child should contact Department of Family Services in their area. If the minor child believes they are in physical danger they should call the local police or 911 for immediate assistance.
