You cannot do CPR without their consent due to liability concerns primarily unless you are in some way responsible for the child, like a teacher or caregiver.

Overall this will also depend on local laws and regulations like the Good Samaritan Law, which does vary state to state (California revised their law in 2009).

I recommend that all my students if ever faced with a situation where you have been denied the ability to help to someone in obvious need to call 911 at the very least. This way victims who later pass out, thereby implicitly giving consent, can get immediate help OR if they really don't want to go they can refuse care by EMS.
