Yes, it does, although they are not called parental controls as such. If you go to the Settings app, and select General, then Restrictions, it gives you the option to enable restrictions over what content is allowed on the iPod. It uses a four digit pass code to lock the settings once you have set them.
iPods have Parental Controls! Pretty much all smartphones/devices do, Samsungs, Androids, Tablets etc. To turn on parental Controls on iPod Touch, go to Settings>General/Privacy depending on your Generation of iPod>Restrictions and enter/make your Restrictions Pass Code. From there, you can edit the ratings that Apps can be downloaded, whether or not apps can be deleted, ban explicit songs etc.
