Yes you can & here's how to do it.
Here it is. open notepad and save it but you have to save it without spaces and whatever you name it, end it with ".html"
Then when you re-open it, right-click, open with notepad.
to start your website you need to know programing. you can use HTML, Purl, Css, Javascript and lots of others. I recommend HTML for beginners.
so to make a simple page with Html type this

Inside the title tags:
<title>
<tile/>
you put the title of the page. this will show at the top of the window, and on the tab.
In the head tags you put information you don't want to be seen on the page itself.
in the body tags you put what you want to be on the page. you will want to learn at least some Html to do this.

You can probably guess that this puts an image on your page. :)
If you want to align it left, right or center do it like this:

Those are 3 simple things to know.
To put your page on the web, you need to get someone to host it or get the programing to do it yourself. NOTE: only do this if you have completed your website
