Yes, in fact that is the way it has to be. A tourist visa is not supposed to be used to adjust to green card holder. Can it be done? Yes, but it is basically fraud because the person entering the country doesnt want to leave the country. In your case, your spouse will have to go through the U.S. embassy in the foreign country.
