Yes you can. You can possibly even move out when your sixteen and you have permission, keeping afloat will just be difficult since you won't get a job easily. But yes you can, we are not bound with shackles to the wall till we are thirty. South Africa is not some place that doesn't have anything and we are not a bunch of dirt eating hooligans. But moving out when your 18 is actually the normal thing to do since you go to university then.
