First of all is it a genuine original bank? or a later reproduction? If it is an original then the price really does depend on condition of the castings, ie. no breaks or cracks and the condition of the paint. Is it original paint or has it been "touched up", how much of the original paint is left? Is the rectangular coin trap (only on original banks) still present? does it still have the key? On a specialist internet auction site an original bank in excellent condition with approx 99% of it's original paint and part of it's original wooden box sold for $19,000 US. An original bank with very poor paint and missing coin trap can go for as little as $200 US. A reproduction (poor quality casting, round coin trap) can be bought brand new from ebay from as little as $10 US.

It's serviceable. It's made to be sold at the lowest cost possible while still being a high enough quality to cover in a couple of coats and be washable. It's equivalent to a mid level paint at most dedicated paint stores. About the same quality that you would see at a home center.
