No you cannot play online with other people without xbox live but you can still play the story mode of any game offline and most games have some form of local multiplayer that you could play with people that are with you on your xbox system. If you mean like games that you downloaded off of xbox live then you should be able to play them because you downloaded them to your hard drive and they should be accessible offline.
