Certainly, in fact 15 inch tires are getting harder to find these days because they are being slowly phased out, and it is only older vehicles that continue to need them.
Any tire store can set you up with the right combination of 16,17 etc inch wheels and tires.
The stock 08 wheels are 16s, if you use the 17 wheels from the Wrangler or other 17s

No, the 95 is a YJ, and the 97 is a TJ, they shouldn't match up.
