Yep - the mounting bolts are going to be the same.
IF, and it's a big if, the wiring happens to be there to plug into, the job gets a whole lot easier.
Otherwise, you'll have to find a spot on the fuse box that is not currently being used - heck, you could even use the one that is for the power seats (check the chart in the Owners Manual), and tap into that source of power.
There are other wires in the harness/connector that go to the seats - like the power lumbar support. You'll want to find a wiring diagram for the seats then to sort them out. Some you may elect not to bother with.

The main fuel filter is on the frame rail almost directly under the driver's seat.
On a Ford Windstar 2001, the power distribution box is next to the battery under the hood. I just figured out how to open it and it is easy. The hinged part was toward the front of the van grill. The opposite end, toward the driver, has a tab on it on the side. I pushed down on the lid and with a finger pulled the tab toward the driver seat and then pulled the lid up.

I have the same problem on a 2000 ML320. The power passenger seat stopped moving and the fuse/relay panel has nothing labled as power seats.

Unplug it now! Our 2002 Windstar LX almost burst into flames this morning because the malfunctioning Driver's seat drive motors shorted out! Take Windstar to Ford and have the undercarriage framework replaced before yours also overheats and starts a fire.
Not likely as the Windstar was significantly changed starting in 1999.For a definitive answer, check with an auto salvage/recycler/junk yard. They'll know for absolute sure.
