there is not a specific torque for the idler pully. tighten it up with a ratchet and it will not loosen up
the bolt comes out with the oposite lefty tighty and righty loossey. over righty tighty and lefty loosey
No. The idler pulley only maintains tension on the serpentine belt. A faulty idler pulley can cause noise and a loose tensioner arm can cause belt slipping but other than having a similar name, it has nothing in common with engine idling.

Yes a bad bearing on any of your accessories or a tensioner pully (idler) can make the sound. Once the belt is off, you can isolate it. If it's an accessory, it will have to be replaced. The belt MAY be loose instead, meaning it needs a new idler. If it stops when slightly wet or you use belt dressing-it's loose and needs an idler. .

Use a 10 inch adjustable wrench and rotate the idler pulley arm CCW to relieve the tension on the belt. The tensioner arm has a boss on the casting that can be used to seat the wrench. I have seen some arms with a 3/8" square hole cast into the arm to accomodate a breaker bar drive instead of having a boss with flats. Relieving the tension will allow the belt to slip off the grooved pulley. Take it to a shop and wait across the street in a Starbucks
The Chevrolet S 10 pickup truck idler arm can be removed by removing the idler arm retaining bolts. The idler arm has two retaining bolts. Reverse the process to install the new idler arm.
